TITLE:  Revenue Collection Infrastructure For Component-Based
Software

Dear Mr. Cox:

Thank you for submitting an abbreviated proposal to the Advanced
Technology Program (ATP) under Component-Based Software Competition
94-06. A total of 30 proposals were received and are generically
critiqued in the enclosed analysis.

Following expert assessment of technical and business factors and
overall review by the Source Evaluation Board, your abbreviated
proposal has been identified as one of ten justifying preparation of a
full proposal. This positive recommendation does not guarantee that
your full proposal will receive an award since full proposals are
expected from many applicants who did not submit abbreviated
proposals. Also, while demonstrating promise and being absent of any
disqualifying element, all recommended abbreviated proposals lacked
sufficient detail and provided inadequate evidence to justify a
superior rating at the full proposal level. You should interpret this
recommendation as an encouraging assessment of your proposed project
and of our confidence that your could prepare a full proposal
demonstrating superior technical and business merit.

Full proposals are due at ATP before 3: 00 p.m. on August 4, 1994.
Follow all instructions in the Proposal Preparation Kit dated February
1994. Address all five criteria and each subcriteria. Please do not
call or write to ATP seeking additional feedback. We will, of course,
answer general questions regarding our criteria and requirements for
full proposals.
