Beigh The First Bank of Internet, FBOI, is announcing the initiation of transaction processing services for Internet electronic commerce. Purchases over the Internet can now be made without exposing personal credit card information. Vendors can now sell products on the Internet without the restrictions imposed by credit card use. Other Internet purchase procedures require personal credit card information. Those proceedings will be monitored by thousands of people all over the world. Some will attempt to either decode the credit card information or impersonate the customer in future transactions. The alternative to personal credit cards for electronic commerce is based on an FBOI procured Visa (tm) Automated Teller Machine (ATM) card. The card is prepaid, PIN protected, replaceable, disposable, and good at over 200,000 Visa/PLUS (tm) ATMs in 83 countries. The safety of FBOI is ensured because access to ATM funds without possession of both the ATM card and the Personal Identification Number (PIN) is not possible. ATM cards are also better than credit cards because their purchase does not require the personal, financial, and employment background of the consumer. The Visa ATM card is not a credit card. It is cash. The ATM card will be used as a checking account. Using an ATM card allows consumers to set aside dedicated funds for Internet data purchases. It provides a safe, secure way to transfer cash from consumers to producers. In addition, consumers can reclaim their funds at any time using an ATM. A check/invoice procedure is used that consumers will find familiar. The consumer first places an order with a vendor. The consumer then sends to the vendor or FBOI an e-mail 'check' for the purchase of the program/file/data product. The vendor sends FBOI an e-mail 'invoice'. FBOI will reconcile the transaction and send e-mail transaction receipts to both the vendor and customer. Cash will be taken from the customer ATM account and credited to the vendor for later payment. FBOI charges a 5% vendor commission per transaction. Producers of software, information collections, newsletters, graphics, and other data products can use FBOI services for the sale of their products. These vendors can sell their products for prices that would be too low for credit card transactions. Subscription services that charge an up-front fee for one time access to data depositories and services also can participate. Vendors will benefit from a very large consumer base because this global solution works just as well outside the U.S. as within the U.S.. The Visa ATM network is worldwide. Consumers will benefit from a very large vendor base because software produced in non-North American countries can be offered for sale much easier than now. The worldwide producers on the Internet can use FBOI services without the expense of owning or renting a dedicated Internet server or a World-Wide Web site. E-mail is the cheapest and simplest of all Internet services. Large Internet commercial services will soon be starting that provide only for the on-line purchase of catalog products. It will not be possible for the individual producer to sell a data product using those services. Those services will collect the consumers credit card information in advance because of Internet security problems. FBOI transmits no sensitive information over the Internet and prevents forgery and impersonation by using Pretty Good Privacy, PGP (tm), software for all transactions. This freeware provides excellent authentication and anti-alteration security. In addition to the unsecured nature of the Internet, consumers should be hesitant giving out their credit card information to vendors of unknown credibility. Tracking is much harder on the Internet than magazine direct marketing. Also, it is not the same as mail order merchandise since U.S. Postal Service and Federal Trade Commission mail order laws do not apply to the Internet. Or if you wish to purchase data products at low cost directly from the producers, then read on for FBOI details. The First Bank of Internet, FBOI, has developed an alternative to using personal credit cards for electronic commerce. FBOI bases its process on the use of a FBOI procured Visa (tm) Automated Teller Machine (ATM) card. The card is prepaid, PIN protected, replaceable, disposable, and good at over 200,000 Visa/PLUS (tm) ATMs in 83 countries. The ATM card will be used as a checking account. When FBOI procures a Visa ATM card for vendor customers the card becomes their money. FBOI will be granted access to their funds through the FBOI customer agreement allowing FBOI to possess a duplicate card. FBOI will withdraw no more then $10US as required or requested to cover customer FBOI transactions. If at any time the customer wishes, they can withdraw their funds in local currency from any Visa/PLUS ATM in the world. FBOI performs transactions at no charge to customers. An FBOI customer gets data products at very low prices, too low for credit cards. Purchases are done without risk to personal credit cards. If you become an FBOI vendor, we will reconcile your transactions between you and your customers for only a 5% sales commission. Funds are collected from your customers FBOI accounts and post mailed to you in the form of a check drawn from a U.S. bank in dollars or a Visa ATM card. If you choose the ATM card, take this card to any of the 200,000 Visa/PLUS ATMs in 83 countries and collect your cash in local currency at very favorable exchange rates. Vendors and customers around the world are invited to sign up. An FBOI business could be done in any language. Transactions have to be done in U.S. dollars. FBOI services provide a means for product producers to sell directly to consumers. This should allow sales at very low prices. A vendor may charge any amount, but are encouraged to charge around $1US for their product. The volume should be tremendous. VENDORS: As an FBOI vendor you get: -Free bookkeeping, FBOI provides detailed transaction statements at the time of payment. -no need to handle merchant account credit card transactions. -no need to conduct business through the postal service. -no Internet server or Web site needed. -no preprinted documentation needed. -no packaging needed. -on line electronic sales. -no risk, FBOI charges only by commission. The FBOI basic process: -you advertise your product. Mentioning FBOI as the payment method. -customer sends an e-mail order. -customer sends an e-mail check to you or FBOI. -you send FBOI an e-mail invoice. -FBOI will reconcile the transaction and issue e-mail receipts. -you send customer merchandise electronically. -funds are collected from your customers' FBOI accounts. -FBOI sends you payment when due. -FBOI will post mail payments in the form of a check drawn from a U.S. Bank or a Visa ATM card at amount intervals of your choice. The Visa ATM card is real money. ATMs dispense cash in local currency. NOTE: In many countries, you must report this payment to your government as income for taxation. If you have the skills, you could streamline the process: -set up and on-line ordering system for near real-time transactions. -compose the e-mail check for the customer, they just mail it. -collect the customer e-mail check and pair it with your invoice. -compose and e-mail your invoice automatically. -process the e-mail receipts and send merchandise automatically. Shareware producers could solicit for payment at the time of downloading. Just automatically send FBOI an e-mail invoice as part of a downloading script. If the customer sends FBOI an e-mail check, payment will be forthcoming. NOTE: Shipping a product without a FBOI transaction receipt is at your risk of nonpayment. A vendor could set up a downloading script that requires a password. After an FBOI transaction is complete the customer could be given the password. For-Fee Services could make use of the FBOI process by using the e-mail check/invoice process for front-door access one-time passwords. CUSTOMERS: As an FBOI customer you get: -purchase data products directly from the producers. -purchase without compromising a personal credit card number. -receive quality data products at MUCH lower prices. The FBOI procured Visa ATM card has many features customers will like. Such as the ease of obtaining the card. For only a 5% commission FBOI will procure a customer Visa ATM card. Without invading your privacy! Look at what FBOI does not require: -no SSN/drivers-license numbers needed (U.S. customers). -no mothers' maiden name. -no personal credit card/bank account numbers. -no personal financial information needed. -no employment history needed. It doesn't even matter what country vendors or customers live in. The Visa/PLUS ATM network is worldwide with 200,000 ATMs in 83 countries. FBOI can provide a list of Visa participating banks for non-North American countries. With FBOI you get safety. With other purchase procedures you are required to provide your personal credit card information. Sending your credit card information out over the Internet is NOT like giving it out over the phone or handing your card to a waiter. Even if your credit card number is not in the transaction message itself, thousands of people all over the world can monitor the transaction and attempt to decode the information. Read the February 1995 issue of Internet World, it says "it gets worse: it is not all that difficult to 'spoof' the network into sending a message with an incorrect return address, which enables someone to impersonate you on-line." Credit card fraud is BIG BUSINESS, not just individuals stealing carbons and placing phone orders using your number. New cards are fabricated (including the magnetic strip) and then they do some serious shopping. FBOI transmits no sensitive information over the Internet. Spoofing of checks, invoices or receipts is not possible. To prevent forgery, FBOI security is accomplished using PGP (tm) version 2.7 ($99, commercial) or 2.6x/2.3x (freeware) for all FBOI transactions. This software provides excellent authentication and anti-alteration capabilities. All the above message with the exception of "info", "PGP", and "key" require PGP encryption. *FBOI procedure for PGP * All encryption for FBOI transactions will be done using Pretty Good Privacy (PGP) 2.7 ($99, commercial version) or 2.6x/2.3x (freeware, noncommercial versions). If you are not familiar with this software send an e-mail message will the subject "PGP". FBOI will tell you where you can find the latest version (both DOS and WINDOWS) of PGP. The file ( ftp://net-dist.mit.edu/pub/PGP/README ) contains instructions on how to download PGP 2.6.2 from MIT. Or you might try this file, ( ftp://ftp.csn.net/mpj/getpgp.asc ) where you can find other copies of PGP. The FAQs that answer most of your PGP questions are in ( ftp://ftp.prairienet.org/pub/providers/pgp/pgpfaq.txt ). After getting PGP, these instructions are to be followed: -"pkunzip pgp*" (unzips of software, 500Kb) -"pgp -kg" (generates your key) -select a key size of 512 bits, or greater (commercial grade) -type your name and () -select you pass phrase (memorize it!) -wait a couple minutes. (it's random) -For an XT class PC, it could be as long as 10 minutes. -Be patient, you only have to do this once. -"pgp -kxa fboi" (extracts key for FBOI) -"pgp -kvc " (displays fingerprint) -you MUST copy your fingerprint onto the FBOI agreement. -Your Key ID is your FBOI account number. -Create an e-mail message with a subject of "key" -E-mail fboi.asc to fboi@netcom.com The FBOI transaction messages are very small (about 600 bytes) and only take a few seconds to encrypt. Note: If you will be using PGP for other purposes and you will be sending very sensitive information over the Internet, you may want to chose a key size of 1024 bits. FBOI does not require this since we use PGP only for authentication and anti-alteration. These features are not significantly enhanced by large keys. Keys that are E-mailed to FBOI with the subject of "key" will be automatically responded to with the FBOI public key (fboi_pub.asc). To use the FBOI key just put fboi_pub.asc in the PGP directory and type "PGP fboi_pub.asc" after extracting it from your e-mail. *FBOI key verification procedure* Keys that are E-mailed to FBOI will be held in an uncertified key ring. When the FBOI signed agreement is received and the fingerprint matches then the key will be certified and moved into the operational key rings. After a new key is certified, FBOI will e-mail vendor/customer confirmation messages verifying their PIN, the FBOI public key fingerprint, and their own public key signed by FBOI. Text messages will be encrypted with a vendor/customer certified key. *FBOI procedure for filling out the agreement form* The FBOI agreement form must be filled out, printed, and post mailed to FBOI prior to receiving FBOI services. Your inputs are prompted by the :> symbol. We require your postal information in order to send your ATM card. We require your Internet e-mail address. We require your PGP key information ("PGP -kvc Your_User_ID") in order to certify your public key as originating from only you. We request that you select your own four digit Personal Identification Number (PIN) from a number that you have or can memorize. Indicate whether you are a new vendor (V) or a new customer (C). You can be both (VC). Vendors are required to select a payment method and amount interval. While the Visa ATM card as a payment method has many advantages (portable, anonymous, and cash in any country of the world), your ATM may not dispense the entire payment due to the exchange rate and possible ATM fees. FBOI will not provide this payment method unless you demand. Our payment checks, payable to your postal name, are collectable through the banking system of your country. New customers must enclose an amount in US dollars (plus 5% commission) for the procurement of a Visa ATM card. Remember that your ATM card is not rechargable. If you deplete your card, you must send another payment for new ATM card. Please make your card purchase sufficient for your projected level of activity. If you later decide that you have set aside too much money, just reclaim some of your funds at any Visa/PLUS ATM location. Although not required, we also request that you save the form to disk, encrypt ("PGP -seat form fboi"), and e-mail "form.asc" to fboi@netcom.com with subject 'form'. This also provides FBOI with an electronic copy with your digital signature. *FBOI procedures for creating a vendor e-mail invoice* FBOI e-mail invoices are a two line message created by a FBOI vendor. Line one of the message contains the customer Internet e-mail address. Line two contains the transaction amount in US dollars. This message must then be encrypted, signed, in ASCII, and in Text using the PGP command "PGP -seat invoice fboi". The "invoice.asc" is then ready to be e-mailed to fboi@netcom.com with subject "invoice". FBOI will issue an e-mail transaction receipt. *FBOI procedures for creating a customer e-mail check* FBOI e-mail checks are a two line message created by a FBOI customer. Line one of the message contains the vendor Internet e-mail address. Line two contains the transaction amount in US dollars. This message must then be encrypted, signed, in ASCII, and in Text using the PGP command "PGP -seat check fboi". The "check.asc" is then ready to be e-mailed to fboi@netcom.com with subject "check". FBOI will issue an e-mail transaction receipt. *FBOI procedures for creating a vendor e-mail check/invoice pair* Vendors may collect an encrypted check from their customers as part of their ordering process. The customer check must follow the FBOI convention. Vendors may append this encrypted check to their encrypted invoice. The check should not be encrypted again by the vendor. Both may be submitted to FBOI for reconciliation by e-mailing to fboi@netcom.com with subject "invoice". FBOI will issue e-mail transaction receipts to both the vendor and customer. IMPORTANT!!!: The email address contained an e-mail check/invoice must be representative of what FBOI will see as a return address when e-mail from that user is received by FBOI. It does not have to match perfectly. Holding amounts will be adjusted as necessary in order to cover any charges. E-mail checks will clear only when the holding amount is adjusted so as to be sufficient. The FBOI holding amount may be increased by request. NOTE: Shipping a product without a FBOI transaction receipt is at the vendor risk of nonpayment. * FBOI transaction statements * At the depletion of a customers' ATM card, FBOI will e-mail a statement summarizing all activity from purchase to depletion. At the issuance of payment to a vendor, FBOI will e-mail a statement summarizing all activity included in that payment. *Holding* FBOI will hold up to $10US of customers' funds in order to cover purchases. If you wish to increase the amount of FBOI holding in order to conduct more transactions with higher payments without delay, just send an e-mail message with the subject "holding" and a one line message. Line one of the message must contain the requested increase amount in US dollars. An FBOI e-mail reply will confirm this activity. *Refunds* To be refunded any unused portion of an ATM card which is below the amount dispensable by your local ATM (this is likely only outside the US). Just send and e-mail message with the subject "refund" and FBOI will post mail you a check from a US bank in dollars for balance of your ATM card. In addition, if you are a customer, FBOI will assume that since you do not wish to rollover your card balance with the purchase of a new card, you no longer desire FBOI services. Your FBOI holding balance also will be refunded. An FBOI e-mail reply will confirm this activity. *Payments* If you are an FBOI vendor and desire an unscheduled payment, just send an e-mail message with the subject "payment" and FBOI will post mail a payment in accordance with the FBOI agreement. An FBOI e-mail reply will confirm this activity. *The telephone and FBOI* FBOI does not conduct business over the telephone. If it becomes necessary to talk to FBOI, send us your telephone number. The words "you", "your" and "yours" mean each FBOI customer. ********* BASICS OF FBOI ********** *The FBOI agreement* The FBOI agreement form must be filled out completely, showing postal address, e-mail address, PGP key fingerprint, and signature. Completion of the FBOI form constitutes your agreement to these terms, conditions, and disclosures. *Transacting business through FBOI* Any FBOI vendor from whom you wish to make a purchase has agreed to assist you with transaction procedures, how to compose e-mail checks, and how to accomplish security requirements. The FBOI procured Visa (tm) Automated Teller Machine (ATM) card is not a credit card, there is no dispute resolution service, refunds, or withholding payment. All purchases are final. All transactions will result in collection from the customer and payment to the vendor. Even though U.S. electronic commerce is not covered by the same laws as U.S. mail order business (U.S. Federal Trade Commission and U.S. Postal Service laws), FBOI will terminate services for any vendor upon evidence of misrepresentation of merchandise, non-delivery, or fraud. You are required to notify FBOI with any of these complaints as soon as possible. FBOI will try to reconcile every e-mail check with an e-mail invoice. FBOI will even attempt to reconcile an e-mail check/invoice pair with slightly misspelled e-mail addresses. However, differences in transaction dollar amounts will be cause for immediate rejection. Irreconcilable checks will be returned to the customer after 10 days. Irreconcilable invoices will be returned to the vendor after 30 days. You agree to use Pretty Good Privacy, PGP (tm), software for all FBOI transactions and exchange PGP keys as instructed in the FBOI procedures guide. *Obtaining your ATM card* FBOI procured Visa ATM cards must be purchased U.S. dollars in amounts divisible by $20US. There is a $10,000.00US limit for this procurement. There is a 5% commission for this service. Funds are to be in the form of a check, money order, or draft in U.S. dollars payable to "FIRST BANK". FBOI will cancel your account if payment cannot be collected. Remittances made from non-U.S. countries must be payable and immediately negotiable in the United States for the full amount of the payment. *FBOI access to your ATM card funds* The FBOI procured Visa ATM card is not a credit card. It is your money. It is not usable for anything other than cash at an ATM. You authorize FBOI to possess a duplicate card and to withdraw cash in the amount of $10US from your Visa ATM card at any time your transactions through FBOI causes your FBOI holding balance to fall below $1.00. You may increase your holding balance by an e-mail request in order to conduct more transactions with higher payments without delay. ********* BASICS OF THE VISA ATM CARD ********** *The ATM card attributes* Your Visa ATM card is issued without expiration date. The Visa ATM card is disposable upon depletion. Your Visa ATM card is replaceable if lost, stolen or damaged. You must notify FBOI within two days for a replaceable loss in these events. You must notify FBOI of a lost Personal Identification Number (PIN) or unauthorized use of your card. The amount of your available Visa ATM card funds is shown on your FBOI transaction receipts and your ATM receipt if you make a withdrawal or balance inquiry without fee at most Visa/PLUS ATMs worldwide. *Making ATM card withdrawals* You may reclaim your funds at any time without notification to FBOI. When placed in a Visa/PLUS ATM machine the ATM will dispense local currency. You may use your Visa ATM Card to withdraw cash in local currency from ATMs worldwide that display the Visa Blue-White-Gold logo or the Visa name and the PLUS System logo. Cash withdrawals you initiate will be completed only if the amount of Visa funds available is sufficient to fully perform the withdrawal. The amount of each completed withdrawal will be immediately deducted from your Visa ATM funds. You may withdraw up to $500 (in the then equivalent amount of local currency) each 24-hour period beginning at midnight, U.S. Eastern time. In some cases, you may be able to withdraw no more than $200 per day at Visa ATMs. You may be subject to additional limitations on withdrawal amounts and the number of withdrawals at other banks' ATMs. Some ATM owners or operators may impose a surcharge for this transaction, and any such surcharge will be deducted from your Visa ATM card. *ATM card usage outside the U.S.* If you make a withdrawal in other than United States currency, the amount to be withdrawn from your Visa ATM card will be converted by Visa International into a U.S. dollar amount. Visa will use the procedures set forth in its applicable Operating Regulations in effect at the time the withdrawal is processed. Currently, those Operating Regulations provide that the currency conversion rate to be used is either (1) a wholesale market rate or (2) a government-mandated rate in effect the day before the processing day, increased by 1% in each case. Visa retains this 1% as compensation for performing the currency conversion service. Visa will increase the rate by an additional l.5% and retain this amount as compensation for their services. *Reclaiming ATM card trace balances* The Visa ATM card cannot be replenished. At the depletion of the card the customer will receive a statement showing the transactions from the initial balance down to the ending balance. It is possible to have an ending balance which cannot be retrieved from an ATM. This balance is less then $10 in the U.S.. This amount may be rolled over upon purchase of a new card or a refund may be requested. Refunds will be post mailed in the form of a check from a U.S. bank in dollars. *ATM card inactivity* If Visa International has no record of withdrawals from your Visa ATM card for several years, applicable law may require Visa to report your Visa ATM card as unclaimed property. If this occurs, we will try to locate you at the address shown in our records. If unable to locate you, we may be required to deliver your Visa ATM card to the state as unclaimed property. We reserve the right to deduct a reasonable service charge for processing unclaimed property, if permitted by applicable law. *ATM card fees* Visa International may deduct from your Visa ATM card for charges made pursuant to these Terms, Conditions, and Disclosures. Visa International may change the amounts or types of charges from time to time, upon at least 21 days prior notice to FBOI. You also agree to repay us, and that we may deduct from your Visa ATM card, for expenses we incur, including without limitation reasonable attorneys' fees to the extent permitted by law, to collect money you owe us in connection with your Visa ATM card or FBOI transaction services. ********* GENERAL FBOI INFORMATION ********** *No Interest or Bonus* You will not be provided any interest or bonus in connection with your Visa ATM card or FBOI holdings. *Liability* We will not be liable for the results of any computer failure or breakdown or any cause not attributable to our lack of good faith or failure to exercise ordinary care. *Our Duty of Care* Our duty of care to you is satisfied if we follow reasonable transaction procedures. A procedure shall be considered reasonable if it is consistent with common transaction procedures of similar businesses. A clerical error or mistake in judgment is not to be considered a failure to meet our duty of care. *Waiver* If we waive our rights under these Terms, Conditions, and Disclosures in any one case, such waiver will not change our ability to enforce our rights in any future case. *Laws* These Terms, Conditions, and Disclosures will be governed by the laws and regulations of the United States and the State of Illinois. You agree that your Visa ATM Card transactions and FBOI transactions initiated with your Visa ATM Card are not subject to or governed by Articles 3 or 4 of the Uniform Commercial Code, as adopted by any state of the United States. *Modifications of Terms, Conditions, and Disclosures* We may change any of these Terms, Conditions, and Disclosures upon 30 days prior e-mail notice. We may make a change without notice if the change is necessary to maintain or restore the security of our FBOI electronic banking system; however, you will be notified within 30 days if such a change is made, unless disclosure would jeopardize the security of the FBOI system. These Terms, Conditions, and Disclosures apply to the Visa Card(s) FBOI procured, and the funds you paid to us, and the transaction that FBOI provides at the time these Terms, Conditions, and Disclosures were given to you. The words "you", "your" and "yours" mean each FBOI vendor. ********* BASICS OF FBOI ********** *The FBOI agreement* The FBOI agreement form must be filled out completely, showing postal address, e-mail address, PGP key fingerprint, and signature. Completion of the FBOI form constitutes your agreement to these terms, conditions, and disclosures. *Transacting business through FBOI* The FBOI procured Visa (tm) Automated Teller Machine (ATM) card is not a credit card, there is no dispute resolution service, refunds, or withholding payment. All purchases are final. All transactions will result in collection from the customer and payment to the vendor. Even though U.S. electronic commerce is not covered by the same laws as U.S. mail order business (U.S. Federal Trade Commission and U.S. Postal Service laws), FBOI will terminate services for any vendor upon evidence of misrepresentation of merchandise, non-delivery, or fraud. FBOI will try to reconcile every e-mail invoice with an e-mail check. FBOI will even attempt to reconcile an e-mail invoice/check pair with slightly misspelled e-mail addresses. However, differences in transaction dollar amounts will be cause for immediate rejection. Irreconcilable invoices will be returned to the vendor after 30 days. Irreconcilable checks will be returned to the customer after 10 days. *FBOI procedures* You agree to assist any customer with questions on FBOI transaction procedures, how to compose e-mail checks, and how to accomplish security requirements using PGP. You agree to use Pretty Good Privacy, PGP (tm), software for all FBOI transactions and exchange PGP keys as instructed in the FBOI procedures guide. *Vendor guidelines* You agree to follow the all FBOI transaction procedures and conventions as detailed in the FBOI procedures guide. You acknowledge that payment is not certified until FBOI has issued a receipt. Shipping a product without a FBOI transaction receipt is at your risk of nonpayment. You agree the follow the laws of your country regarding distribution of the material you sell. You also agree for follow the laws of your country regarding any taxes due from sale proceeds. *Vendor payments* Payments to vendors will be made in U.S. Dollars in amounts as determined in your FBOI agreement. The payment must be divisible by $20US. If this balance is reached multiple times in less than one week, FBOI may combine payments into a one weekly amount. The payment will be in the form of check drawn from a U.S. bank in dollars or a FBOI procured Visa (tm) ATM card. Under no circumstances will a single payment exceed $10,000US. Payments are also available upon request by an e-mail message. ********* BASICS OF THE VISA ATM CARD ********** *The ATM card attributes* Your Visa ATM card is issued without expiration date. The Visa ATM card is disposable upon depletion. Your Visa ATM card is replaceable if lost, damaged, or stolen. You must notify FBOI within two days of a replaceable loss in these events.
